New ITT: DestinE Platform Operational Quality Framework Service

The European Space Agency (ESA) has issued a new Invitation to Tender (ITT) for the Operational Quality Framework ServiceRegular provision of technological capabilities, resources, More for the Destination Earth (DestinE) Platform, part of the wider DestinE initiative funded by the European Commission. This procurement seeks to establish and operate a robust, transparent, and future-proof quality framework that ensures the reliability, usability, and trustworthiness of services and outputs within the DestinE ecosystem.
Background
DestinE is a flagship initiative of the European Commission, aiming to build a highly accurate digital replica of the Earth. Powered by Earth Observation data, advanced modelling, AI, and Digital Twin technologies, DestinE is designed to support climate resilience, policymaking, and digital sovereignty in Europe. As part of its contribution, ESA is developing and operating the DestinE PlatformSelf-standing DestinE system component, interfacing with the More, a secure environment that provides access to high-quality data, models, and services. To support trust and operational excellence at scale, ESA is now seeking industrial partners to define and deliver a comprehensive Operational Quality Framework as a service.
Objectives of the Tender
The activity will:
- Define and implement a stakeholder-centric quality framework covering both intrinsic and contextual fitness-for-purpose
- Leverage automation, dashboards, and AI agents for continuous monitoring and transparent reporting
- Establish mechanisms for feedback, improvement, and compliance auditing
- Support ecosystem training, service provider onboarding, and an innovation programme for testing and validating emerging technologies
The selected ContractorA natural or legal person with whom a procurement contract h More will be responsible for delivering this framework as an operational service, enabling long-term sustainability and governance of quality across the DestinE PlatformSelf-standing DestinE system component, interfacing with the More and its services.
