Communication Services for ECMWF Destination Earth Activities
Description
This procurement is being run by the European Centre for Medium-Range Weather Forecasts (ECMWF) to deliver the ECWMF Destination Earth Communication Strategy under ECMWF Destination Earth Communication team’s guidance.
The services are expected to cover activities for B2C, B2B and B2G purposes including corporate communication production, event support and communication services.
As part of the services, the contractor is expected to:
- Coordinate design work to ensure correct use of the brand identity guidelines and logos, as well as visual consistency. Managing the process from proposal to production; brief and advice regarding design style, format, (where applicable) print production and timescales; develop concepts, graphics and layouts for product illustrations, company logos and websites; determine the size and arrangement of copy and illustrative material; review final layouts and suggest improvements.
- Coordinate content production for effective and timely delivery of communication services.
- Sign and manage contracts with third parties to undertake services and supplies where required (such as sponsored events) on behalf of ECMWF; and will where required act as the primary contact for ECMWF liaising with the third party in a day-to-day basis and as the contact for issue management and resolution; will ensure that deliverables and deadlines are set and met; and will convene and attend meetings with ECMWF and the third party in all phases of work.
- Prepare, submit for approval, execute and report budgets for communications projects, events and merchandise.
The Communication Services sought under this RFP have been split into four work packages to reflect the needs outlined in the description of services required.
The proposals will be evaluated based on various factors, including previous demonstrable history, creative approach, quality of proposal, technical proposal, budget considerations, and the ability to deliver within the given timeline.

About the Digital Twin Engine and first Digital Twins
As part of the wider Destination Earth initiative, ECMWF is one of three entrusted entities tasked with delivering the Digital Twin Engine. This is one of the components of DestinE aside from the DestinE Core Service Platform (DESP) being developed by the European Space Agency (ESA) and the DestinE Data Lake being developed by European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT).
The Digital Twin Engine is at the core of the first two high-priority digital twins, also delivered under the responsibility of ECMWF. The Digital Twin on Weather-Induced and Geophysical Extremes will provide capabilities for the assessment and prediction of environmental extremes. The Digital Twin on Climate Change Adaptation will support the generation of analytical insights and testing of predictive scenarios in support of climate adaptation and mitigation policies at multi-decadal timescales, from global and national to regional levels.
