DestinE Platform – Data Management Services
Description
Destination Earth (DestinE) is a flagship initiative of the European Union to develop a highly accurate digital model of the Earth on a global scale, jointly implemented by three entrusted entities: ESA, ECMWF, and EUMETSAT. ESA is responsible for the operations of the DestinE PlatformSelf-standing DestinE system component, interfacing with the More, providing unique access to DestinE evidence-based policy and decision-making tools, applications and services. On behalf of ESA, Serco will manage this tender to allow an Open Competition (OC) for Data Management Services (DMS) to be selected to operate as part of the DestinE PlatformSelf-standing DestinE system component, interfacing with the More framework. The aim is to select multiple operational services (Technology Readiness Level of 9) to integrate the DestinE Platform and provide services (such as Data Access, Data Processing or Data Visualization services). Funding (from 150,000€ to 1,500,000€ per contract) is planned to cover service integration, operations during DestinE Phase 2, and user support to DestinE users. The activity covers the operations of 13 different Lots and is managed between Serco and service providers.

About the DestinE Platform
The DestinE Platform is being developed by ESA and its contractors as the main access point for the Destination Earth system which includes the Data Lake (DEDL) and the Digital Twin Engine and the first two Digital Twins. The DestinE PlatformSelf-standing DestinE system component, interfacing with the More will provide applications, models, and simulations for expert and non-expert users to obtain accurate, actionable and significant information for policy and decision making in support of the Green and Digital transformation. It will leverage applications in the field of climate change, energy, hydrometeorological extremes, wildfires, urbanization, and ecosystem monitoring, amongst many others.
The platform combines generic and user specific services in a user-customisable environment to:
- unify access to data generated or collected, referenced by DestinE
- provide applications to support development, modelling, analysis, and visualisation
- provide tools for carrying out simulations, data retrievals and data transformations
- develop and operate own applications and services
- share results, data, applications and libraries
The platform is being developed to be open, interactive, collaborative, performant, evolutive, attractive and extensible.
